Subject[PATCH] MIPS: octeon: Remove vestiges of CONFIG_CAVIUM_RESERVE32

The config option CAVIUM_RESERVE32 is not used.
Remove the dead code controlled by it.

Found using a grep for unused Kconfig entries:
