Can free_preallocated_shrinker() just do

if (shrinker->flags & SHRINKER_MEMCG_AWARE) {
down_write(&shrinker_rwsem);
unregister_memcg_shrinker(shrinker);
up_write(&shrinker_rwsem);
}

?
