Subject[PATCH] tcp: make function tcp_recv_timestamp static

The function tcp_recv_timestamp is local to the source and does not
need to be in global scope, so make it static.

Cleans up sparse warning:
symbol 'tcp_recv_timestamp' was not declared. Should it be static?
