Subject2.3.99pre3: multiple IP packets sent with ID 0

Hi,

While investigating my NFS problems on 2.3.99pre3, I decided to look at what
is contained within the packets:

As you can see, the IP headers for both of these contain an ID of zero.
I just tested to see if it was specific to NFS, but the SSH connection I'm
using to type this message over also has every packet originated from
2.3.99pre3 containing ID 0.

Aren't the IP IDs supposed to cycle?
