Half-year (or it was year?) ago Linus said that the whole RARP and may be
ARP thing does not really belond to kernel and can be easily implemented in
userspace but since it's not a big beast and kernel solution is already here
it's not of any priority...

Unsolicited arp belond to userspace for sure...
