Well, no, not necessary. This can be PnP card which has to be
initialized before it is loaded or it is too late. A module is here
a very reasonable option. Otherwise one would have to do some
pretty inconvenient stuff with initrd.

Besides who is to say that a driver will hold to a physical memory
allocated on bootup?
