Today I solved the problem. The machine simply didn't like the IRQ 12 assigned to the PCI slot. I suspect IRQ 12 is reserved for PS/2 mouse and there is no way in the BIOS setup to see or change this.
Anyway, we replaced the NE2000 by another 3com card. So we have now a 3c590 and a 3c900 working fine, and the machine is already in use as a router in our office :-)

I didn't try the NE2000 anymore but I suppose it would have worked with a different interrupt.
