I think it's a bit harsh to call both of them "unmaintained".
I maintain Documentation/ioctl-numbers.txt, and right now, I have only
one pending request. (As opposed to menuconfig, where I have a big
stack of unanswered mail, mea culpa).

I welcome updates to Documentation/ioctl-numbers.txt. If you are going
through the kernel source and recording what's actually there, please
send it to either me or the Linux Kernel Patch mechanism. If you are
collecting anyone else's new allocations, please send them to me directly.

Documentation/magic-numbers.txt is managed differently. As far as I know,
no one is the maintainer of that file, and you (or anyone) is welcome
to go through the source and find more magic numbers and add them.
When I did it, I made an exhaustive search through the source at the time,
so I'm fairly confident I got almost all the magic numbers as of 2.1.55.

I wonder, though, how valuable lists like these are. Do people find them
helpful?
