This is a bug in e2fsprogs, and has something to do with the, well, uhm, funny way in which libext2fs keeps track of bad blocks. This causes mke2fs to think that block 0 is bad when in fact it isn't.
I'm not sure if it is legal to start a filesystem on block 0, though.
