If no modules were installed as part of the main "inst_mod" calls then the directory $MODLIB is not created. Thus, when the Makefile attempts to create the list of all modules using "ls *.o > $MODLIB/.allmods", it fails
Demonstrate by running "make modules_install" with no compiled modules. A more realistic case would be to only have lp compiled as a module.
