I think it's the new code in arch/i386/boot/setup.S. There was a big change in it going from 2.1.21 to 2.1.22. I get the same error only it's reports 2Mb. It works on my friends DX2-66 with 40Mb RAM. My 486DX4-100 with 24Mb failed with the less than 2Mb, but booted with 40Mb installed. Only problem being that linux only reported 24Mb. I can't remember the 486 motherboard type off hand.
Now I have the same problem with my P166+, 48Mb RAM on a Abit PR5 motherboard. It'll probably work if you make the define STANDARD_MEMORY_BIOS_CALL. I haven't tried it, and I'm not sure where you'd have to define it.
