Perhaps swapon and swapoff should further follow the mount/umount example and create a /etc/stab? I am also in favor of /proc/swaps, but, with the /etc entry, people who have turned off /proc will still be able to turn off all active swap partitions and files (etc). Turning off /proc would also remove the possibly unwanted "kernel bloat".
