Huh? On my systems (Slackware 3.0) run-level 4 starts up XDM while run-level 6 IS A REBOOT! I would expect my systems to go to run-level 6 on a reboot. Do you perhaps have a version skew with your shutdown utilities???? Or, perhaps, you've installed things which have setup your run-level 6 differently while not updating your other utilities which put you there?

Several - all centered arround version skew with that init package and shutdown/reboot/halt.
