I had that too and it puzzled me until I looked closer. Comment out the line in /etc/inetd.conf for 'smtp' and it should work after you SIGHUP the inetd process. This is because normally the SMTP handler is started by the super-server, inetd. inetd binds and listens to the SMTP socket when it starts up. Commenting out will prevent this.
Now what surprises me is that it ever worked!
