This may have been proposed earlier, but couldn't this be solved by the kernel exporting `/proc/version.h', and libc could put a symlink to that; whereas the kernel builds use `src/linux/include/version.h'.
This would probably require a different location than <linux/version.h> as the right way for applications to get at the version info, but, would solve the problem of not having kernel source around.
