I think it would actually be bad to "test compile everything" before making releases. When I see a new kernel give a lot of warnings or errors, I know that code has never been executed, and I treat it with much more caution. But if the code got run through some "test compile everything" facility and the warnings cosmetically fixed up, I would not know that the code has never been executed.
