Subject[2.4 patch] add a Conigure.help entry for CONFIG_IEEE1394_OUI_DB
The trivial patch below add a Configure.help entry for 
CONFIG_IEEE1394_OUI_DB to 2.4.22-pre6. The text is stolen from
2.6.0-test1.
