I think init is linked static on many systems for this reason.

IMHO the best mirroring solution is forced mirroring.

Mirroring for example could be open to all responsible and timely
sites, closed to the public. Makes it easy to coordinate the timing
of a mirror, so a big new release doesn't melt the company's DS-3
lines. :) People who don't want to "sign up" can always mirror a mirror.
