Not Quite:
Please refer to http://www.kde.org/kdeqtfoundation.html for an outline of the KDE-QT Foundation.
To Quote from the above Web Page:
<Begin Quote> Furthermore, should Troll Tech cease continued development of Qt, as assessed by a majority of the KDE Free Qt Foundation, and not release a new version at least every 12 months, the Foundation has the right to release the Qt Free Edition under the BSD License. <End Quote>
Notice that this specifically states the "BSD License". No where is there any mention of the GNU GPL.
Given that the KDE people have taken The GIMP source code and replaced GTK with QT, against the wishes of The GIMP's authors, and that QT will at some future date end up being released under the BSD License is what is being discussed.
If the KDE people would write a totally new KIMP from scratch which contains no The GIMP source code, they can do whatever they want with The KIMP. They just can not do it with The GIMP source code.
