This can be done now at compile-time. Just dive into kernel/printk.c and change DEFAULT_CONSOLE_LOGLEVEL to something low. Hell, some really impolite idiot can go through and REMOVE the copyright notices in his copy. Considering that some kernel options can completely hinder a system from booting, I doubt that at least the loglevel= option would be that horrible. But it's only a stopgap fix to a bigger (and more annoying, at least to me) problem.
