Subject[PATCH 2/9] docs: escape ** glob pattern in MAINTAINERS descriptions

Escape '**' in the MAINTAINERS descriptions section to prevent
reStructuredText from interpreting it as bold/strong inline markup,
which causes a warning when running 'make htmldocs'.
