Subject[PATCH 1/2] riscv: Remove redundant CONFIG_64BIT from pgtable_l{4,5}_enabled

IS_ENABLED(CONFIG_64BIT) in initialization of pgtable_l{4,5}_enabled is
redundant, remove it.
