Like you mentioned above, to see the issue the DL task has to be moved
into the cgroup (e.g. user.slice) here:

Since cs_cpus_allowed is empty dest_cpu should be an invalid CPU (>=

root's cpuset.cpus.effective == user.slice's cpuset.cpus.effective
