Where is it documented?

Documentation/kbuild/makefiles.rst section 7.4 describes
mandatory-y is essentially used by include/(uapi/)asm-generic/Kbuild

include/(uapi/)asm-generic/Kbuild means:

include/uapi/asm-generic/Kbuild
include/asm-generic/Kbuild
