I don't know what "verbose/debug level" means. But enabling this option causes
KERN_{EMERG,ALERT,CRIT,ERR,WARNING,NOTICE,INFO,DEBUG} be printed equally.

"ignore loglevel setting (prints all kernel messages to the console)"
