I think we need to make a clear distinction between mode and role.

Mode is the controller mode. (Host-only, Device-only, dual-role[otg])
Role is the USB controller state (A-Host, B-Device, Idle)

cnds->dr_mode should correspond to enum usb_dr_mode which should be the argument
for this function if you want to set mode.

Why not just use cdns->dr_mode directly?

Do you want to check if it is host role here? e.g. if dr_mode = USB_DR_MODE_OTG.
