Introduces a new config parameter PLATFORM_QOS.
This will be used as a common config parameter for both Intel and AMD. Each vendor will have their own config parameter to enable RDT feature. One for Intel(INTEL_RDT) and one for AMD(AMD_QOS). It can be enabled or disabled separately. The new parameter PLATFORM_QOS will be dependent on INTEL_RDT or AMD_QOS.
