Technically, I think the comment should say "mustn't allow rootfs to be
moved". "rootfs", as in
Documentation/filesystems/ramfs-rootfs-initramfs.txt. Moving "/" is allowed.

(Or if you want to quibble about "/.." v.s. "/" -

# mount --rbind / /
