Subject[PATCH] perf/core: Fix to check perf_cpu_time_max_percent

Use "proc_dointvec_minmax" instead of "proc_dointvec" to check the input
value from userspace.

If not, we can set a big value and some vars will overflow like
"sysctl_perf_event_sample_rate". And it will cause a lot of unexpected
problems.

When I found this problem, I was doing the perf_fuzzer test in Hisilicon
D03. And get logs below(from console):
