Yes, this is due to enable_module() can accept "y" and "m".
How about forcing enable_module() to accept "m" ?

# CONFIG_XXX=m => unchange
# CONFIG_XXX=y => unchange
# CONFIG_XXX is not set => CONFIG_XXX=m
enable_module()
{
grep -q -F -e "$1=m" -e "$1=y" .config && return <======

if [ -x source/scripts/config ]; then
source/scripts/config --file .config --module $1
else
/kbuild/src/linux/scripts/config --file .config --module $1
fi
}
