AFAIR, this happens when I stick the network cable in. I'll pay attention to the exact moment when this happens in the future and report back.

Yes. I normally run powertop when the machine goes up after a reboot and set all tunables to "Good". The above is one of them.

Yes, as I mentioned, there is a very high chance that it happens when I plug in the network cable. But I'll need to confirm that.

Not that I know of - the partner is a 8-port switch where other machines are connected. Their connection is fine AFAICT.
