No it does not target the person at all. It targets what the person *did*.
"Why are you *pushing* this ..." "Why the hell *did* you mark it..." "*Did* you even try to ..."
See, it's all about the fact that the person did something stupid, and they are being called out on it. It is not any more of an attack on the person as the one attacking the code.
But we can discuss this in more detail at KS.
