This looks approximately correct. I suspect there may be a few functions that need to be moved around, or #includes added: for example some of the <asm/setup.h> functions are invoked from the scheduler, like arch_set_cpus_allowed() and hardwall_deactivate().
If you have a tree I can pull I'm happy to test it out.
