Given that you did not see the RCU spew until turning on perf, it should
be silenced by https://lkml.org/lkml/2012/2/7/231 from Steven Rostedt.

Any chance of getting sysrq-T output while the system is slow? If RCU
is at fault, I would expect that tasks on the critical path for boot
would tend to be blocked in one of the synchronize_rcu() family of functions.
