Maybe watching what the workqueue is doing using the following trace
events could be helpful.

# grep workqueue /sys/kernel/debug/tracing/available_events
workqueue:workqueue_insertion
workqueue:workqueue_execution
workqueue:workqueue_creation
workqueue:workqueue_destruction
