Subject[PATCH] nohz: Fix nohz ratelimit

Chris Wedgwood reports that 39c0cbe (sched: Rate-limit nohz) causes a
serial console regression, unresponsiveness, and indeed it does. The
below fixes it by not skipping out when the tick has been stopped.
