It could be merged with the .init section. IOW, it becomes:

.init : { /* Init code and data */
_stext = .;
_sinittext = .;
*(.text.head)
INIT_TEXT
_einittext = .;
__proc_info_begin = .;
*(.proc.info.init)
__proc_info_end = .;
...
