We even have
ftp://ftp.kernel.org/pub/linux/kernel/v2.4/old-test-kernels/

The directory you spotted contains the pre-releases of 2.6 .

When is something historic and when might people search for it at the
old place?

But considering that one dir doesn't harm much I don't think there's
much point discussing it further.
