This have been pretty silent on this front for quite sometime now :)

This has nothing to do with bluetooth/srcu/cpufreq per se.

If I am not mistaken, this can be reproduced by running cpu-hotplug
in a tight loop, while trying to change the cpufreq governor to userspace.

The problem here being that on the read-path, we use cpu_hotplug.lock
to just increment the refcount. We don't hold the lock once we are done
with that. But on the write path, we hold the lock to block any readers.

And thus, in lockdep's dependency chain, we have this dependency between
sp->mutex --> per_cpu(cpu_policy_rwsem, cpu) --> cpu_hotplug.lock in the
reverse order in the write path.
and

cpu_hotplug.lock --> sp->mutex on the read-path, i.e synchronize_srcu().

This can be solved by using a spin_lock to increment the refcount and
check for the writer, and a waitqueue for refcount
queueing the readers when a write is in progress, thus getting rid of
the mutex totally.

I have the patch, but it needs to be tested. Will post it later today.
