Subject[PATCH] cpufreq: Mark hotplug notifier callback as __cpuinit

The notifier_block is already __cpuinitdata, thereby allowing us to
safely mark the callback function as __cpuinit also, thereby saving
space when HOTPLUG_CPU=n.
