Subject[PATCH] Make sysctl obligatory except under CONFIG_EMBEDDED

This patch makes sysctl non-optional unless EMBEDDED is set. There
are a number of interfaces exposed via sysctl, enough that it has to
be considered core kernel functionality at this point.
