Subject[PATCH] !CONFIG_NET_ETHERNET unsets CONFIG_PHYLIB, but CONFIG_USB_USBNET also needs CONFIG_PHYLIB

USB network drivers that use mii_*() interfaces should
cause those interfaces to be built. Or depend on them,
but this is what all drivers/net/ drivers do.
