[PATCH] powerpc/PCI hotplug: remove rpaphp_fixup_new_pci_devices()

The function rpaphp_fixup_new_pci_devices() has been migrated to
pcibios_fixup_new_pci_devices() in
arch/powerpc/platforms/pseries/pci_dlpar.c
This patch removes the old version.
