Subject[2.6 patch] SCTP: possible cleanups
The patch below contains the following possible cleanups for the SCTP 
code:
- remove unused code
- make needlessly global code static

This patch is not intended for being blindly applies, please review and
check whether part of it might conflict with pending patches.
