Subject[RESEND][RFC][PATCH]: CONFIG_IPPP_FILTER
This patch adds ippp filters to isdn similar to ppp filters. Also 
included is the required patch for ipppd. You need to run autoconf in the
ipppd subdir before compiling. ipppd support is enabled with
--enable-ippp-filter.

Comments and suggestions are welcome.
