Even that is not entirely true. Just try using the bandwidth continuously for a few days and see how unpopular you become ;)
Several of the larger adsl providers in the UK have now introduced "Fair Usage" policies to curb these "rogue users" (direct quote btw)
No such thing as a free lunch. Never was, never will be.
