Well, every once in a while, that accumulated wisdom gets summarized and written down in some RFC. Of course, it's been a while since e.g. RFC2581 ...
What might be useful at some point, is to document Linux TCP, and how it is linked to all the RFCs, I-Ds, research papers, etc.
