That is precisely what I tried when I attempted to liberate the code
from the BIOS-imposed bus number mangling, but it ended up being
brutally invasive into arch/i386/ and even worse, I couldn't get it to
work. I'm not actually sure what the host bridges have in their bus
number registers; it's possible we get away with it because of either
advance knowledge of the bus numbers divined from the MP config table
or otherwise the ability to decode its bus numbers ourselves. The only
real limit wrt. how much we can second-guess the firmware is (of course)
the code impact and chances of destabilization, which both look large
for removing the bus number mangling scheme the BIOS hands to us.

It was relatively atypical for these particular boxen to ship with VGA
except as a method of satisfying NT's requirement for a graphics adapter.
I suspect it's very unlikely there will ever be demand for this on NUMA-Q,
though the backward-compatibility bits are more or less requirements for
other reasons (Pee Cee backward compatibility etc.).
