The first crypto-distributing site in France will have to fill some papers and wait a fixed amount of time to know whether is request is dismissed (I already filled these once, it doesn't suck *that* much). After that, the end-user won't experience any real problem. The question boils down to "Are you a crypto provider or an end-user ?".
