It is, but unlike all other numeric formats there is no conflicting format in use.

1 Oct 2001, whereas "01/10/2001" would be read as Jan 10, 2001 or Oct 1, 2001 in differents part of the world.
Using language-specific codes are fine and well only if you know for sure which language was used.
